Bin 941 Tapas Parlour specializes in tapas, but its chefs don’t take the “small” part of the small-plate concept too seriously. One look at their pomme frites with balsamic drizzle will tell you as much—the plate is piled high enough to be mistaken for a small mountain and can be used to play a quick game of french-fry Jenga.
